Clean Air Act

The 1990 Clean Air Act provides economic incentives for cleaning up pollution. For instance, gasoline refiners can get credits if they produce cleaner gasoline than required, and they can use those credits when their gasoline doesn't quite meet clean-up requirements.*
Under the Bush administration, the legislation behind the Clean Air Act was not enforced*. The EPA actually prevented industrial polluters from paying fines for violations they committed. No branch of government should have the power to prevent follow up on legislation that was enacted to curtail greenhouse gas emissions.
We propose a revised Clean Air Act that is more comprehensive, permanent and enforceable.
